Oldham Retirement Housing Partnership
In October 2006, Oldham Council entered a 30-year agreement with Housing 21 to manage and maintain all our sheltered housing schemes and provide essential support services to tenants. While the Council retains ownership of these properties, Housing 21 acts as the managing agent, ensuring homes are well looked after and residents receive the care they need.
Housing 21 manages a wide range of housing across the borough on our behalf, including six Extra Care schemes, 12 Retirement Living schemes, and 820 bungalows. This partnership helps us provide high-quality housing and support for older residents and those with additional needs.

Gateways to Oldham (Inspiral)
In 2011, Oldham Council appointed the Inspiral team to deliver the "Gateways to Oldham" housing and regeneration project—an ambitious initiative to transform four key neighbourhoods: Crossley (Chadderton), Dew Way (Westwood), Primrose Bank (Medlock Vale/Coppice), and Keswick Avenue (Fitton Hill). The aim was to create high-quality homes and vibrant community spaces, improving the environment and enhancing quality of life for local residents.
The project delivered 646 homes, a mix of new builds and refurbished properties, alongside two new community centres, one retail unit, and three new public open spaces for residents to enjoy.
Great Places Housing Group manages neighbourhood and estate services, ensuring that homes and facilities remain well maintained. They also handle mutual exchange requests. Wates Living Space is responsible for the long-term maintenance of the housing stock.

Primrose Bank
Primrose Bank is managed separately from the Inspiral Contract by Great Places. They take care of everyday services and repairs and manage these homes alongside other properties for Oldham Council.

Great Places also supports the community and manages housing services in the Primrose Bank area. They help run the Primrose Community Centre, which is a local hub built through a partnership between Oldham Council, Inspiral Oldham, Great Places Housing Group, and Wates Construction.

Hollybank
Hollybank Apartments is Oldham’s supported living scheme for individuals with learning disabilities. It offers single-occupancy, self-contained flats designed to support residents with a range of needs, including complex behaviours.
Hollybank provides an environment that promotes independent living while ensuring access to core and personal care services within each resident's own flat.
The scheme is operated by the MioCare Group, a council-owned organisation dedicated to delivering high-quality care and support services across the Oldham area.
Right to buy
If you live in one of our properties managed by Great Places, you may be eligible to purchase your home through the government’s Right to Buy scheme, which provides qualifying tenants the opportunity to buy their home. Adaptations to your home
Having the right equipment at home can make daily life easier. If you rent from Oldham Council and have completed an Occupational Health Assessment, you might qualify for free small changes to your home.
If you need these changes, the Council will arrange them for you at no cost.
Tenant Satisfaction Measures (TSMs)
Tenant Satisfaction Measures (TSMs) aim to improve the lives of social housing tenants by ensuring their voices are heard, their homes are safe and well-maintained, and that complaints are handled effectively.
From April 2023, all social housing landlords are required to conduct an annual survey to comply with new regulations. The survey results and performance data cover the period from 1 April to 31 March each year. These surveys are conducted across council-owned homes, which are managed by two managing agents, using various methods including telephone interviews and in-person visits.
We engage with residents to understand their satisfaction with their homes and the services we provide as their landlord. This process gives us valuable insight into what residents truly value and highlights areas where we need to improve.
