A pavement licence is a licence granted by the local authority which allows the licence-holder to place removable furniture over certain highways adjacent to the premises in relation to which the application was made.
The Business & Planning Act 2020 process provides a streamlined and cheaper route for businesses such as cafes, restaurants, and bars to secure a licence to place furniture on the highway. The Levelling Up & Regeneration Act makes permanent the pavement licensing regime under the Business & Planning Act 2020.
Where a pavement licence is granted, clear access routes on the highway will need to be maintained, taking into account the needs of all users, including disabled people.

Site notice
A site notice must be displayed on the premises for a period of 14 days (excluding public holidays) beginning the day after the application is submitted.
An application has to be determined within 14 days (excluding public holidays) following the closing date for objections by the Council.
Licence duration
Licences granted will remain in place for such period as the local authority may specify in the licence, with a maximum limit of 2 years.

How to object
All applications are subject to a 14 day (excluding public holidays) objection period whereby members of the public may make representation against the application.
Within the application details there is a last date for objections, should you wish to object to any application, please ensure you email your representation to representations@oldham.gov.uk on or before the date specified. Any objections received after that time will not be counted.
