2. What we are responsible for maintaing
Oldham Council maintains a diverse highway network serving urban centres, wards, rural communities and strategic transport corridors across the borough. Approximately half of the network is located within the Pennine Fringe and rural areas, reflecting Oldham’s unique geography and the varied transport needs of its residents, businesses and visitors. The network supports access to employment, education, healthcare, public transport and economic activity across the borough. The Council manages a wide range of highway assets, including:
- Carriageways – total length 846km
- Footways – total length 1099km
- Bridges– total Number 164
- Retaining Walls – total length 31km
- Road Gullies – total Number 47,784
During 2025/26, Oldham invested £3.067 million in capital maintenance and £2.091million in revenue maintenance. Approximately 59% of expenditure was directed towards preventative maintenance and 41% towards reactive maintenance, supporting a balanced approach to network safety, resilience and long-term asset preservation.
