7. S19 Investigations
Section 19 (S19) of the Flood and Water Management Act 2010 requires Lead Local Flood Authorities to investigate the major flooding events and produce a S19 report.
S19 reports provides a summary of the response from the flood risk management authorities during and following a major flood event, to identify measures to mitigate future risk, where possible.
The main Flood Risk Management Authorities relevant to the Oldham area are:

- United Utilities
- Canal and River Trust
