Why a suite of documents?
Rather than one single document, the MPS is made up of several documents, each offering different types of information. This approach allows us to:

While the entire MPS is reviewed at least once every 12 months, some components may be updated more frequently, depending on changes in the local care market.

This document provides a high-level summary of Oldham’s population and its projected growth. It outlines the types of provision expected to see increased demand and identifies current supply issues.
Capacity and Demand Profile
This more detailed profile expands on Oldham’s population projections and expected demand for different care types. It is particularly useful for providers developing a business case. The document is designed to be browsed for relevant sections rather than read cover to cover.
Commissioning Delivery Plan
Building on the Capacity and Demand Profile, this document sets out planned commissioning activity, including developments requiring accommodation as part of the care model. It also includes any plans to use council-owned assets and outlines procurement timeframes.
Commissioning Approach
Intended for care providers, this document explains how Oldham Council commissions services and works with providers post-contract. It includes processes such as how annual fee uplifts are managed.

Fair Cost of Care
During 2022/23 all councils in England were required by the Department of Health and Social Care to complete a Market Sustainability and Fair Cost of Care Exercise.
The documents below provide information on how this was carried out and what the rates calculated were (the two Annex B documents).
It also required an assessment of the current market in Oldham and what plans we have in place to address any areas of concern.
