Help Shape Local Democracy in Oldham
Oldham Council is seeking independent and community-minded individuals to join its Independent Remuneration Panel (IRP).
The Panel plays a vital role in supporting local democracy by reviewing and making recommendations on the allowances paid to elected councillors, independent members and co-opted members. Its recommendations help ensure that remuneration arrangements are fair, transparent and reflect the responsibilities carried by those serving the community.
This is an excellent opportunity for residents and professionals who are interested in public service, governance and civic leadership to make an important contribution to the Borough.
About the Role
Remuneration: Voluntary role
Location: The JR Clynes Building, Oldham (meetings may be held remotely if the panel wishes)
Term of Appointment: Typically four years
Closing Date: Applications will close when we receive sufficient applications
As a member of the Independent Remuneration Panel, you will:
- Review the Council’s Members’ Allowances Scheme and related arrangements.
- Consider evidence, research and comparative information from other local authorities.
- Participate in meetings, discussions and interviews with councillors and officers where appropriate.
- Contribute to the preparation of reports and recommendations to Full Council.
- Support transparency, accountability and public confidence in local government decision-making.
The Panel meets on an ad hoc basis, typically when a review of allowances is required, which is generally on an annual basis.
Who We Are Looking For
We welcome applications from individuals with a broad range of backgrounds and experience. You may have experience in:
- Human resources or remuneration
- Finance or business management
- Public, private or voluntary sector governance
- Community leadership or engagement
- Research, policy or analysis
Most importantly, you will be able to:
- Demonstrate sound judgement and analytical skills.
- Consider evidence objectively and independently.
- Communicate effectively and work collaboratively with others.
- Understand and uphold the principles of integrity, fairness and public accountability.
- Show an interest in local government and public service.
Eligibility
Applicants must be independent of the Council. To preserve the Panel’s independence, the following are normally not eligible to apply:
- Serving councillors of Oldham Council.
- Current officers or employees of Oldham Council.
- Close relatives or partners of serving councillors or senior council officers.
- Individuals with political roles that may present a conflict of interest.
