The Council’s letter to the Department of Education dated 15th March 2021 endorsed the Brian Clarke Academy and its admissions policy. It stated that Local Councillors agreed to support the policy as one that ‘would give an equal chance of admission regardless of faith.‘

This is obviously not true.

The admissions policy reserves half the school’s places for children of regular worshippers, and half of those are reserved for Christians. So why did the letter claim that faith has no bearing on a child’s chances of admission? Was this the understanding of the Councillors when they approved it?

It is very concerning that the Council does not appear to understand the implications of the admissions policy, and the extent to which it places local children from poorer backgrounds at a disadvantage.

Does the Council know what percentage of local children are disadvantaged by faith selection in Oldham's secondary schools?

There is an opportunity for all children to apply for the school and have a chance of being offered a place at the school. It is likely that many Christian faith-based applications will in the first instance go to established church schools such as BC1 and Crompton House. The school will be 50 % faith and 50% non-faith. The faith and distance criteria only come into effect if the school is over subscribed. If there are only 240 applications all those children will get a place regardless of faith or location.

The LA will monitor the implementation of the Admissions Policy. Estimations show that around 80% of places would be offered to children living within the first two miles of the school. The LA have worked in collaboration to ensure despite the school being faith based the faith places were available to all major faiths in the borough which is unique when compared to other faith secondaries in the borough.

The fact that the school is open to all faiths (regardless of which faith that is) means that faith is not a factor in being able to apply, the school is not reserved for one faith over another.

The Council are fully aware that the borough has high numbers of disadvantaged children. The fact that local children will be within the geographical boundaries means they will have a greater chance of admission in comparison with faith-based applications that come from outside the geographical zones.

In March this year, Members were briefed that the Section 10 consultation for the Brian Clarke Academy was in progress and that “the LA have assisted in publicising this consultation via our usual communication channels and via communications with schools and Governing Bodies.

However, the consultation was not publicised at all on the Council website, in any press release, or on any of the Council’s social media channels.

Why not?

The consultation was publicised by our Comms Team and also via our regular briefing to schools which goes to all schools, Chairs of Governors, and local trade unions.

During this inspection the owner will also be informed of the restrictions relating to the setting off of fireworks.

I will also ensure that Greater Manchester police are informed of the traffic issues you report so they can take the necessary action and build this location into their patrol plans
