Screening opinions

In deciding whether an Environmental Impact Assessment is required for certain types of development, normally the local planning authority must 'screen' every application. The determination is referred to as a 'screening opinion.'

Lilac Mill

Proposal

Minor material amendment application to previously approved MMA/331905/12 of PA/58754/10 (1no. BDC picking warehouse and link buildings with associated car parking, landscaping, security and acoustic fencing and extended security lodge).

Amendments include:

  1. Reduction of the floor space of the pick-face warehouse.
  2. Relocation of the ‘welfare & office accommodation’ to the northern elevation of pickface warehouse.
  3. Reduction in length of the pickface ware house.
  4. Increase in size of service yard.
  5. Width of the link building has been reduced.
  6. Access road to/from the eastern car-park has been widened (resulting in no requirement for traffic signals).

Proposal

Minor material amendment application to previously approved PA/58754/10 to:

  1. Lowering staircase to parapet to link building
  2. Retention of existing ground level
  3. Removal of first floor shutter access door
  4. Repositioning of personal access doors
  5. Identification of roof lights and smoke vents

  7. Relocation of the proposed louvers on each elevation of the pickface building

Royton District Centre

Site: Royton District centre (bounded by High Street, Croft Head, Radclifee Street, Middleton Road and Rochdale Road).

Proposed retail led mixed use development (including food store (net sales are of 2974sqm, GIA 5543sqm) and service yard area, retail and service units, a public house, medical centre and 384 space car park.
