Housing & Environment Programme

The overall aim of the Housing and Environment Theme is to Create a quality environment and for those people who live, work and visit the area to have an increased satisfaction with the neighbourhood.

The second wave of HMR will greatly impact on the NDC area and a joint master plan has been commissioned to drive this process. The master plan will provide a framework for housing, environment, employment, community facilities and open space development.

The Neighbourhood Together Agreement


The first Neighbourhood Together Agreement "Green & Clean" went live at its official launch on 29th Feburary 2008 when over 100 of you signed up to it.

This is the first of five agreements for Hathershaw and Fitton Hill, which will be rolled out across the next 12 months, dealing with important issues which affect everyone.

You will shortly be receiving your copy of the agreement which forms a contract between you as a resaident and service providers and partners such as the Council, The Police and NDC so please keep it in a safe place.

Projects

Stock Transfer – In 2004 the Fitton Hill Estate, consisting of 1200 social houses was transferred to Villages Housing

Demolitions and Disposals – a £2 million loan from NDC for the demolition of 250 properties on Fitton Hill

All Wrapped Up – an energy efficiency scheme providing free insulation measures for home owners.

Street Scene – This project allows the employment of a waste awareness officer, an enforcement officer and street cleansing Officer to help improve the environment

Spatial Master Plan – The plan will form a framework for housing, environment, employment, community facilities and open space development in the NDC area.

Community Facilities Strategy – This will enable community facilities to be improved so that everyone can use them.

Alleygating – the gating of alleyways to reduce crime and environment problems

Street lighting – provision of enhanced lighting across the area

Target hardening -   security measures in homes

Ashton Road Corridor – This involves the purchasing of properties as well as environmental improvements to create shopping clusters and a vibrant corridor between Oldham and Ashton.

10 Year Targets

The key outcome is to increase satisfaction with the neighbourhood.

By Year 10 we aim to:

  • Increase the percentage of residents who are satisfied with the appearance of the area to 75%
  • 100% of social housing in the are will be of a decent standard
  • 70% of vulnerable households in the private sector to be of a decent standard
  • The percentage of private sector dwellings vacant for 6 months or more will not exceed 3%

The Story So Far

NDC’s support of £6.9 million for the stock transfer enabled this process to happen and has supported Villages Housing in making their homes decent and providing environmental improvements across Fitton Hill. The demolition programme is almost complete on Rosary Road and Hill Farm Close and this will allow future development proposals to be discussed.  This is in line with the Spatial Master Plan jointly commissioned in October 2005 by NDC, HMR and OMBC. The Master Plan is due to be complete in April 2006.

The energy efficiency scheme for private homeowners has proved to be very successful with over 250 households registering since the scheme was launched in November 2005. Just under 1,000 NDC properties have also benefited from target hardening measures.
