The Local Development Framework
The Planning and Compulsory Purchase Act 2004 has resulted in major changes to the way the land use planning policy system operates. The Unitary Development Plan will be replaced with a folder of land use planning policy documents, which together form a Local Development Framework.
The Transition from the Unitary Development Plan to the Local Development Framework
Policies contained within the Unitary Development Plan, which was adopted on 14 July 2006, will still apply in the short to medium term because the adopted Unitary Development Plan policies will be 'saved'. The council applied to the Secretary of State under the Planning and Compulsory Purchase Act 2004 to extend the life of the ‘saved’ UDP policies until such time as they are replaced by the Local Development Framework. The Secretary of State approved the application on 13th May 2009. The UDP, along with RSS, will continue to form the basis on which planning applications are determined by the council.

The Local Development Scheme
The Local Development Scheme lists and briefly explains the scope of local development documents (or LDDs) that Oldham Council will produce as part of the new planning policy framework.

Joint Core Strategy and Development Management Policies DPD
This is the most important part of the Local Development Framework that will set out a long-term vision for the borough, along with the policies needed to achieve it.

Site Allocations Development Plan Document
The Site Allocations Development Plan Document will be prepared after the Joint Core Strategy and Development Policies DPD is adopted. This will set out which land in the borough will be allocated for particular uses such as housing, or business and industry, as well as areas for protection.

Statement of Community Involvement
The Statement of Community Involvement (SCI) sets out how the council will engage people in preparing the Local Development Framework and in the consideration of planning applications.

Annual Monitoring Report
The council are required to prepare and publish an Annual Monitoring Report, analysing how work has progressed against the published timetables, and the effects that the implementation of policies may be having on the locality.

Regional Spatial Strategy (RSS)
The Regional Spatial Strategy now forms part of the development plan system and therefore the Local Development Framework should be in general conformity with Regional Spatial Strategy.

Greater Manchester Joint Waste Development Plan Document
The 10 unitary authorities in Greater Manchester have agreed to produce a joint waste development plan document for Greater Manchester. The Greater Manchester Waste Development Plan will include detailed development control policies and the identification of sites and preferred area for a range of waste management facilities required up until 2020. The plan will form an integral part of each authorities' Local Development Framework.

Greater Manchester Joint Minerals Development Plan Document
The 10 Greater Manchester unitary authorities; Bolton, Bury, Manchester, Oldham, Rochdale, Salford, Stockport, Tameside, Trafford and Wigan are working together to prepare a Joint Minerals Development Plan Document (Minerals Plan). The Minerals Plan will provide a sound, sub regional, planning framework that provided a clear guide to minerals operators and the public about:-
The locations where mineral extraction may take place,
The safeguarding of sensitive environmental features and of mineral resources with potential for future extraction; and
All aspects of environmental and resource protection including the sustainable transportation of minerals.
Tha Plan will form an integral part of each authorities' Local Development Framework.
