What is a Children’s Trust?

A Children’s Trust is a concept, which was developed by the Government as part of the Children’s Act 2004 Every Child Matters agenda. It is used to describe the way in which organisations and services delivering services to children and young people in an area must legally come together to plan, commission and develop more effective services that focus on the needs and outcomes of children and young people and deliver against the Every Child Matters Outcome framework.

When did we become a Children’s Trust?

Local areas have had the flexibility to develop Children’s Trust Arrangements or formally adopt Children’s Trust status as they see most effective. For some time in Oldham we have been developing and working to Children’s Trust arrangements under the banner of ‘Oldham’s Children and Young People Partnership’. Whilst we recognise the important point is not how we phrase our local arrangements but rather the way we work, a decision was made by the Cabinet of the Council on 4th February 2008 for us to adopt Children’s Trust status in order to more effectively deliver the Changing for Children agenda in Oldham. This means that we have revised our structures to ensure we deliver against the key Children's Trust principles; integrated governance, planning, commisioning and delivery. What does Oldham Children’s Trust do?

Oldham Children’s Trust is made up of the many organisations and agencies who deliver services to the children, young people and families of the Borough. It is a thematic partnership board of the Oldham Partnership which brings together the public, private, voluntary, community and faith sectors to improve the quality of life for local residents.

The focus of  the Trust is on ensuring a consistent and strategic approach to the planning, delivery and improvement of services for the children, young people and families of Oldham. .

Through closer working between different groups of professionals, providers and communities, based on a shared understanding of need and a commitment to utilise resources in the most effective way, Oldham Children’s Trust is also able to ensure the four blocks from ‘Every Child Matters’ are firmly in place in order to secure the five outcomes for Children and Young People.

The five outcomes for children and young people are:

  • Being Healthy
  • Staying Safe
  • Enjoying & Achieving
  • Making a Positive Contribution
  • Achieving Economic Well-being

What does  Oldham Children’s Trust look like?

It is made up of a number of layers:

  • The Changing for Children Executive Board (CCEB)– this Board acts as the accountable body holding all partners to account for the provision of high quality integrated services. Find out more about the Executive Board.
  • The Changing for Children Strategy Group (CCSG) – This groups prime function is to drive forward improvements in outcomes for Oldham’s children and young people by developing and implementing integrated strategy and leading the redesign and delivery of effective services.   • Oldham’s Local Safeguarding Children’s Board (LSCB) - This board is crucial to the success of Oldham Children’s Trust due to it’s firm commitment to safeguarding and promoting the welfare of all children and young people. Find out more about the LSCB.
  • Integrated Commsissioning Group - This group sets the strategic direction for the commissioning of services to children and young people. Find out more about the Integrated Commissioning Group.
  • Integrated Services Board- This group develops strategy around locality delivery, extended services and children’s centres.
  • Integrated Systems Board – This boards function is to oversee the devlopment of key systems aimed at integrating children’s services for example Contact Point and Common Asessment Framework.
  • Service Delivery Partnerships- 7 service delivery partnerships have been set up to develop and oversee multi agency strategy related to a specific work stream and to contribute to the progression of the Every Child Matters agenda in Oldham. The service delivery partnerships have been themed around the following key areas:
    1. Early Childhood Services
    2. Early Intervention and Prevention
    3. Children in Need
    4. Complex Needs and Disabilities
    5. Integrated Youth Services
    6. Learning
    7. Looked After Children
  • Children, Young People and Families Stakeholder Partnership Events - These events take place  three times per year and act as a forum for statutory partners and all those agencies who contribute to the outcomes for children, young people and families to come together to review the policies and priorities for Oldham, and scrutinise the implementation of these.   • Children & Young People Stakeholder Board (under development) - Work is underway to formalise the arrangements for children and young people’s involvement in the design and delivery of services. There are a number of existing forums and good practice models that exist for the engagement of children and young people and these will be built on to develop a Children and Young People Stakeholder Board.
  • Locality Planning Structures (under development) - There is currently an amount of innovative work happening around locality delivery that is central to the work of the Trust. This work focuses on developing a needs based approach to service design and delivery at a locality level.

NB. It is important to recognise that as Oldham Children’s Trust becomes more established, further refinements to structures may be needed to ensure the Trust remains flexible and adaptable to changes at both a local and national level

What progress has been made towards Every Child Matters?

Significant steps towards the achievement of Every Child Matters outcomes have been taken to progress Children’s Services in Oldham including, the creation of a Children, Young People and Families Directorate within Oldham Council and the publication of a Children and Young People Plan. We must continue to build on these achievements to continue to deliver better outcomes for our children and young people.
