Street Cleansing Service

The Council is committed to keeping all areas it is responsible for clean and litter free and has set some internal service targets for performance on top of what is required by the law.

These are:

  • clean town centre and main road shopping areas daily;
  • empty litter bins in town centre shopping areas throughout the day and twice weekly in all other areas;
  • sweep main road channels weekly and all other roads as required;
  • ensure that roads and footpaths are free of litter, dog fouling and other rubbish immediately after they are cleaned;
  • remove fly tipped rubbish (Council land) within 7 working days;remove offensive graffiti from public buildings and street furniture within 24 hours and other graffiti within 10 working days;
  • remove fly posting from public buildings and street furniture within 14 working days;
  • remove needles within 24 hours;
  • provide an action team that can respond to emergencies (pop-up box or tool tip - e.g. needles, noxious waste, racist graffiti) within 24 hours.

These target times relate to the time between the problem being reported and dealt with. So please be specific about the location and issue as this will help us to put things right as quickly as possible.

Our aim is to continually improve the cleanliness of our streets and other areas by efficient use of the resources available. This has been identified as one of the key objectives within the Council's Corporate plan.

Complaints and Requests (Street Cleansing)

Several departments of the Council are working together to tackle littering, fly tipping and associated problems. If you are interested in talking to someone about a specific issue there are names and numbers at the back of the Community Litter Plan. If you simply want to report litter or fly tipping in your area then let us know by using the report a problem form.

Litterbusters

The whole of the Council's street cleansing service is based around the concept of 'Litterbusters'. Instead of rigid cleansing frequencies and schedules for every street, the service is response driven. Litterbusters go where the litter is, the aim being to clean areas as often as they need cleaning, returning them to a Grade A standard of cleanliness as quickly as possible. Target response times have been set in dealing with litter and waste. You can help by reporting litter problems by using the report a problem form.

Standards of Cleanliness

The standards of cleanliness used in Oldham have been defined within a Code of Practice as part of the Environmental Protection Act 1990:

Grade A - free of litter
Grade B - mostly free of litter apart from small items
Grade C - quite a lot of litter with small build ups
Grade D - a lot of litter with significant build ups

After we have cleaned a street it will be classed as Grade A. If somewhere falls below this standard we have set ourselves some challenging response times for returning the street or piece of land to Grade A.

Response Times

The quicker litter and dumped waste is removed, then the better people feel about that area. We have set ourselves a range of measurable targets that are challenging and which will continue to stretch the methods and systems used to keep areas clean. These are shown in the community litter plan.

Average response time for:-

  • The removal of litter in high density residential areas - 6 hours
  • The removal of litter in low density residential areas - 1 day
  • The removal of fly tipping - 4 days
  • Full scale site clearances -15 days

Street Litter Control Notices

We will target businesses that, by their activities, directly or indirectly generate litter. For instance, we will work to persuade shops selling food and drink to take steps to prevent customers littering. If persuasion won't work we will consider serving notices specifying particular actions required of the shops.

Needle Disposal

We can get rid of any unwanted needles and syringes quickly and safely. If you find any needles let us know by using the report a problem form and we will try to collect them that same day.
