Chief Executive Management Team
Oldham Councils most senior officers make up the Strategic Management Team. Each officer is responsible for managing a range of services and for directing the overall improvements and future plans for the Borough. The Strategic Management Team provides the managerial leadership of the Council and supports the Chief Executive and members of the Council in developing and delivering plans, strategies, resources and services to the public and reviewing the authority's effectiveness.
The team works together to achieve the most effective services possible for the Boroughs diverse communities, and to make sure that Oldham plays a full part in national, regional and sub regional activities. It also leads, directs and undertakes programmes and projects to achieve the objectives of the corporate work programme, modernise the Council and address the issues of Borough community cohesion.
It works with the Local Strategic Partnership, local people, local businesses, the voluntary sector, regional authorities, government and a wide range of partners to promote the interests of the area.
The team is also responsible for agreeing personal performance objectives and targets with the Chief Executive, and taking part in regular performance appraisal, it also agrees performance objectives and targets for direct staff reports that deliver the Councils vision, values, priorities, policies and objectives, including providing regular monitoring, feedback, coaching, mentoring, performance appraisal and development.

In addition to providing general support to Andrew, Mike:
- Is responsible for much of the Councils work in developing and maintaining cohesive communities in Oldham.
- Is leading on work towards a proposed Strategic Service Delivery Partnership
Tom Flanagan
Executive Director of Regeneration
- Is responsible for the development and promotion of strategies including Oldham Beyond for the effective regeneration of the Borough.
- Delivers regeneration programmes funded from mainstream and external funding on behalf of the Council and its partners.
- Co-ordinates and delivers regeneration programmes across the Borough.
- Leads on the delivery of the Economy and Enterprise block of the Local Area Agreement.
- Develops and implements the tourism strategy for the Borough.
- Contributes to the development of sustainable communities particularly through an overview of the NDC and HMR initiatives.
- Maximises employment and training opportunities across the Borough.
- Collaborates with other local authorities and partners strengthening work through joint projects such as the Greater Manchester economic strategy and the Northern Way.
- Supports in the delivery of European Objective Two initiatives.
- Develops and commissions the Transportation Strategy across the Borough.
John Hurst
Interim Executive Director of Environmental Services
- Is responsible for town and country planning, building control and regulations, highways and traffic, drainage, flood defence and reservoirs, trading standards, licensing, environmental health, refuse collection, street cleansing, parks and open spaces and markets.
- Establishes and manages policies and strategies concerning physical environment.
- Oversees the management of the Councils Design Services, including energy conservation in public buildings.
- Is responsible for Property Services, including all land and buildings.
Veronica Jackson
Executive Director Adult and Community Services
- Is responsible for ensuring the provision of comprehensive social care services.
- Develops the partnership with the Primary Care Trust to commission and provide a range of care services.
- Develops strategies that reflect the differential health demography of the population of Oldham.
- Develops and maintains working relationships with local voluntary agencies who are providing social services, and helps support and encourage their future development.
- Liaises closely with external groups and bodies that have an interest in Social Services, e.g. Oldham Primary Care Trust, Government departments and national agencies.
Aileen Johnson
Director of Legal and Democratic Services
- Heads the Legal and Democratic Services Division of the Department and co-ordinates the functions undertaken by it.
- Provides legal work and advice to the Council.
- Provides an administration service to the Council, ensuring accurate and constructive procedure and advice to those bodies and their committees and that decisions are accurately recorded.
- Fulfills the role of watchdog to provide support to the Chief Executive of the Council and the Greater Manchester Waste Disposal Authority (GMWDA) as and when required.
- Oversees the Councils corporate complaints procedure, co-ordinates responses to complaints made to the Local Government Ombudsman and the Standards Board for England.
- Is responsible for electoral registration and election matters.
Liz Terry
Executive Director Strategy and Resources
- Manages the Strategy and Resources Department that provides financial, ICT, legal and personnel services and develops key policies.
- Acts as the Councils principal adviser on human resources.
- Leads in the development and maintenance of relevant strategies, policies and procedures relating to human resources.
- Has an overview of the Councils trade union consultation processes and procedures.
- Leads on Performance Management and quality issues including the Improvement Plan.
- Heads the Corporate Policy Division of the Department and co-ordinates its functions.
- Cultivates and sustains a variety of partnerships at local, national and European level.
- Develops and manages corporate research projects and co-ordinates Council-wide research to ensure effective input to policy formulation.
- Supports the Local Strategic Partnership and its partnerships in developing the Community Plan.
- Develops and maintains the Councils Corporate Plan.
- Co-ordinates the development of the Councils Housing Strategy and monitors and evaluates its delivery.
- Develops and maintains the Councils corporate approach to consultation with the people of the Borough.
- Develops strategies, support and liaison with voluntary agencies at local and national levels and helps develop and implement strategies for grants to voluntary agencies ensuring efficient administration and monitoring of grants provided.
- Develops and co-ordinates equality and diversity policies aimed at meeting the needs of the Boroughs residents who face barriers to social and economic inclusion.

John Bland
Director of Finance, IT and Resources
- Heads the Finance, IT and Resources Division of the Department and co-ordinate the functions undertaken by it.
- Develops effective systems for the preparation of tender specifications and effective contract control functions for work contracted out/exposed to external providers and ensures that they are regularly reviewed in the light of legislation and Council policies.
- Manages the financial resources of the Council and its associated bodies, e.g. Waste Disposal Authority, ensuring appropriate financial planning, monitoring and forecasting.
- Ensures that any forecast deficits or surpluses are acted upon immediately that accurate and timely financial information is available for managerial, planning and reporting purposes.
- Takes the lead on implementing the Governments e-government agenda which will require radical re-assessment of service provision.
- Develops and implements financial strategies for the Council and its associated bodies with a view to ensuring that resource limits are not exceeded and corporate standards are adhered to.
Janet Donaldson
Executive Director Children, Young People and Families Services
- Provides strategic leadership in the planning, commissioning and delivery of services for the Boroughs children, young people and families.
- Works to build and lead robust partnership arrangements under which public, private, voluntary and community sectors work together to improve outcomes for children and young people.
- Leads on the delivery of the Children and Young Peoples block on the Local Area Agreement.
- Leads the Authoritys work to create a sharper focus on prevention and early detection, while strengthening protection and improving achievement and attainment for all children and young people.
- Is responsible for ensuring there is a clear strategy for improving outcomes for all of the Boroughs children, young people and families. This includes the publication of a Children and Young Peoples Plan.
