Borough Mill Triangle Site
The regeneration of the Borough Mill Triangle is a key project within the Hathershaw Fitton Hill Masterplan that was approved by the NDC Board on 25 January 2007. This development involves the NDC and the council working with the private landowners within the Borough Mill Triangle to facilitate a high quality mixed-use redevelopment scheme.
A Strategic Development Brief was prepared in October 2006 for the sale of the site, setting out detailed requirements for a high quality, landmark residential led mixed use development, including the following elements:
- A mix of new housing of varying sizes and tenures, including affordable housing
- New office space
- New local retailing
- New public open space
- Retention of some existing housing along Schofield Street and Copsterhill Hill and the Indian Association Community Centre
Based on the requirements of the brief, developers were invited to submit financial offers for the 11.45 acres of land within the Triangle which also had to include illustrative proposals showing how the site could be developed.
Following interviews with a selection panel consisting of representatives from the Council, private landowners, HMR Core Team and the NDC Team, the offer from Countryside Properties as appointed to take forward the development in February 2007.
Countryside then undertook and exercise of producing an indicative layout with options of the types of homes that could be built on the site. These were consulted on with the residents in May 07 with a follow up feed back in June 07.
At that point Countryside have been charged with finalising the site layout based on the potential remedial works required for the site, (remedial’s involve demolitions, mine shafts, etc). Based on the findings of the site surveys the proposed layout has been re-drafted to take account of the survey findings and the plan below is the present proposed layout for the site, which will be the basis for the planning submission to be submitted by March 2008.
The timing of the site development from the submission of the application is:
- March 2008. Submission of main planning application (full application for the southern area and outline for the northern area)
- June 2008. First possible approval date for the application
- November 2008. Potential date for public inquiry if any negative comments are received.
- November 2008. Based on confirmation from inquiry, start on site.
The development will be implemented in two main phases; phase one South of Neild Street, phase two North of Neild Street, and is expected to take approximately three years for completion.
