Spatial Masterplan
The NDC Spatial Masterplan is an ambitious and exciting long-term vision to transform and modernise Hathershaw and Fitton Hill. This is a joint plan with Oldham and Rochdale Housing Market Renewal (HMR), Oldham Council and New Deal for Communities (NDC).
Following an extensive consultation process, in summer 2006, the Masterplan was approved by the Council Cabinet in March 2007.
The masterplan identifies a number of priority areas, the first being the Borough Mill Triangle Site. The site has been identified for a major mixed-use development consisting of housing units and commercial and retail facilities. Some properties being retained within the development are benefiting from either Residential refurbishments or Commercial Refurbishments. There is further Home Information for those people whose properties are affected by the demolition proposals.
A number of areas have also been identified in need of further consultation to consider possible redevelopment. The first of these areas is Hathershaw North where consultation was completed in October 2007 and a range of plans developed including Residential Refurbishments, Alleyway resurfacing, gates and landscaping at the Ashton Road gateway Site.
The other areas marked as Area 4s in need of additional works include 1 the area round Falmouth Street & 2 the area round Alton Street & Edith Street.
In May 2008, consultation took place in the 'Ashton Road Central' area. A preferred option of developments was shared with residents in June 2008 and will be NDC funded. Other funding is being sought.
The development of a new Neighbourhood Centre allowing for a range of new facilities including health centre, library and youth centre. Work is scheduled to start on site in Spring 2010 and will be jointly funded by NDC and Oldham Primary Care Trust (PCT).
The Sports Zone is building on the success of the skatepark to create a mix of sporting facilities.
The Ashton Road gateway and corridor was highlighted as a major potential development area and has benefited from a range of improvements including commercial and residential refurbishments and environmental improvements.
The NDC has developed two Enterprise Zones, the first enterprise area being developed in partnership with the owners of Earl Mill in Dowry Street and the second at Belgrave Mill. Earl Mill is now available for letting.
The NDC area contains a number of other potential housing development sites which are likely to be tendered in the future. These sites are of various sizes and while a number are Oldham Council owned other are in partnership between the Council and other private owners.
A number of major capital projects have also been completed through NDC funding, these are
Honeywell Centre - a £3.7 million community centre. This facility comprises a number of community rooms, badminton hall, a children's facility (including creche), adult training and education facility, "job shop" and external all weather sports pitch.
A Preferred Option Newsletter was distributed to all households in the NDC area to inform residents of the preferred plans. Following this consultation, the plans were approved by the Council in 2007 and resulted in an Approved Option which now provides the framework for development across the area, The full Masterplan documentation is available to view at the NDC offices or to download.
