Urban Design Guide Supplementary Planning Document

On 1st October 2007, the Council adopted the 'Urban Design Guide' Supplementary Planning Document (SPD).

The Urban Design Guide SPD has been prepared in partnership with Oldham Council, Rochdale Metropolitan Borough Council, and the Oldham and Rochdale Housing Market Renewal Pathfinder, by Tibbalds Planning and Urban Design Ltd.

The Urban Design Guide SPD comprises a series of documents:

  • The Urban Design Guide;

  • The Residential Design Guide; and

  • The Public Realm Design Guide.

The guidance has been prepared through joint-working by the four partners. Oldham Council has adopted the series of documents as one Supplementary Planning Document. Rochdale Council has adopted the document as a series of the separate SPDs.

Whilst not formally part of the SPD the Council has also adopted a Design and Process: A Guide to Good Practice, which aims to promote best practice and clearly sets out the Councils expectations.

The SPD covers the whole Borough except that part which falls within the Peak District National Park.

The adopted SPD can be viewed, alongside its supporting documents, at Oldham Business Centre, Civic Centre Planning Reception Level 12, Civic Centre One-Stop Shop, and public libraries. Alternatively, please click the links below to view the documents.

The SPD can also be purchased. The costs are set out below:

  • £10.00 for each of the three design guides (above) or £25.00 for all three;

  • £5.00 for the Design and Process: A Guide to Good Practice;

  • £2.00 for the Urban Design Gude CD (containing all the Urban Design Guide SPD documents and supporting documents).

The Council has also prepared a supporting document on Design & the Local Development Framework, which sets out the context for design within the Borough.
