This document forms part of Oldham Metropolitan Borough Local Development Framework and supports policies in the Oldham Metropolitan Borough Unitary Development Plan (UDP).
On 29 October 2007, the Council adopted the ‘Assessment of Employment Sites’ Supplementary Planning Document (SPD). The SPD will provide further information on UDP Policies B2.1 and B2.2, in particular:
how the Council defines the terms “market assessment” and “viability” and Housing Market Renewal (HMR) objectives;
the nature of the assessments required; and
how the Council intends to assess such information
The SPD will also identify when planning obligations will be appropriate for meeting the HMR criteria. In such cases it will set out the required facilities, services or other measures to be carried out by developers. In the case of commuted sums it will explain how the level of developer contributions will be set, how the contributions will be managed by the Council and what schemes they will benefit.
The SPD covers the whole Borough except that part which falls within the Peak District National Park.
