PFI4 Gateways to Oldham Project

What the service is

The PFI 4 (Private Finance Initiative) Gateways to Oldham project will provide new and refurbished social housing on fivesites across the borough, specifically the existing Crossley and Primrose Bank estates and three brownfield sites in Coldhurst, Westwood and Fitton Hill.

The Gateways project will deliver:

  • 323 new Council homes, the majority of which will be much needed 3-,4- and 5-bedroom houses

  • Approx. 110  new homes for sale; with the majority being family houses

  • 323 refurbished Council homes; mostly family houses

  • Enhanced recreational facilities, including the provision of new community centres on Crossley and Primrose Bank, landscaping and improvedamenity space

  • Improvements to parking provision, footpaths and street lighting

At present, two consortia, Inspiral and Solutions for Oldham, are competing for this contract. It is anticipated that  Oldham Council will appoint iits preferred contractor in late spring 2009 and that the contract will commence in the summer.

In addition to carrying out construction, refurbishment and infrastructure improvements, the contractor will also be responsible for maintaining and managing social rented properties and the estates throughout the 25-year duration of the Gateways contract.
