The "Eyes and Ears" programme was originally launched by the Environmental Action Unit with a view to encouraging individuals in Oldham to report incidents of flytipping, persons dropping/leaving litter, accumulations on land and dog fouling when they witnessed it. Several community groups such as Friends of the Parks and also teams of Council workers who work out in the Borough have been briefed on the scheme. Where people witness anything that may allow the Environmental Action Unit to establish a line of inquiry, they are asked to notify the Council using the 0161 770 6644 'Contact Oldham' number. The information will be followed up by Enforcement Officers as far as possible.
Individuals witnessing incidents are asked to note down as many details as possible, ie. Date, time and location of incident, description of offender, description of any vehicle used by offender (including registration number), address of the offender (if known) and also names and addresses of other witnesses.
The "Eyes and Ears" scheme has been extended by Oldham's Environmental Services Directorate to include the recruitment of members of the public from and around Oldham who have joined a Litter Watchers scheme.
