Local Development Framework Annual Monitoring Report

Monitoring Oldham's Development

The Local Development Framework (LDF), which will eventually replace the Unitary Development Plan (UDP) as the borough’s land-use plan, will be a folder of different documents, one of which will be the Annual Monitoring Report (AMR) that will monitor the pattern of development in Oldham.

The aim of the AMR is to:

  • monitor the progress of documents identified for production as part of the LDF; and

  • monitor the implementation of policies in the UDP.

The monitoring of UDP policies will continue until superceded by the LDF. The reasons for this monitoring of policies are to find out whether:

  • policies are achieving their objectives and delivering sustainable development;

  • policies have unintended consequences;

  • the assumptions and objectives behind policies are still relevant; and

  • the targets are being achieved.

The 2009 AMR is the council's fifth AMR. It was approved in December 2009.The AMR also includes Housing Land Availability monitoring. This provides detailed information on levels of house building, housing clearance and housing land supply in Oldham. It includes an update of the Strategic Housing Land Availability Assessment.
