Annual Monitoring Report (AMR) The aim of the AMR is to monitor the progress of documents identified for production as part of the LDF and monitor the implementation of policies in the UDP.
Area Action Plans Development plan documents that may be prepared for parts of the Borough where significant change or conservation is needed.
Community Strategy A strategy which aims to promote the economic, environmental and social well-being of the Borough and contribute to the achievement of sustainable development.
Core Strategy A development plan document that sets out a long-term spatial vision and strategic objectives for the Borough. It also contains a spatial strategy, core policies and a monitoring and implementation framework.
Consultation Statement Sets out who the Council has consulted with in the preparation of planning documents, how these persons were consulted, a summary of the main issues raised and how those issues have been addressed.
Development Control Policies These are criteria based policies that are required to ensure that all development taking place within the area meets the spatial vision and objectives set out in the core strategy.
Development Plan The development plan for the Borough consists of Regional Spatial Strategy for the North West, saved policies in the adopted UDP, and/or development plan documents that replace the saved UDP policies.
Development Plan Documents This is the generic term used to describe spatial planning documents that are subject to independent examination and that, together with Regional Spatial Strategy, will form the development plan for the Borough once the transition to the new system has been completed.
Equalities Impact Assessment This is a thorough and systematic analysis to determine the extent of the impact of a new policy upon the equalities categories (gender, disability, sexual orientation, age, religious belief and transgendered and transsexual people).
Examination All Development Plan Documents must be examined for “soundness” by an independent Planning Inspector who will consider all duly made representations. The Inspector will then report his/her findings, which are binding, on the Council.
Habitats Regulations Assessment An assessment of the potential effects of planning policies on European nature conservation sites, which lie within and outside the Borough.
Local Area Agreement (LAA) LAAs set out the priorities for a local area agreed between central government and a local area. LAAs simplify central funding, help join up public services more effectively and allow greater flexibility for local solutions.
Local Development Document The generic name given to all constituent documents of the local development framework.
Local Development Framework A folder of local development documents, some of which form part of the development plan for a local authority area.
Local Development Scheme A project plan for the preparation of a local development framework. It is a rolling programme, which the Council should review, and update every year.
Planning Policy Statements Prepared by the Department of Communities and Local Government to provide guidance to local authorities and others on planning policy and the operation of the planning system.
Proposals Map A map with an Ordnance Survey base that illustrates the policies and proposals of a development plan document (or the “saved” UDP policies in Oldham Metropolitan Borough at the moment).
Regional Spatial Strategy This sets out the region’s policies in relation to the development and use of land and forms part of the development plan for a local authority area. It is prepared by the North West Regional Assembly.
Statement of Community Involvement This sets out the standard, which the Council will achieve in terms of involving local communities in the preparation of local development documents and development control decisions.
Sustainability Appraisal The sustainability appraisal ensures that the social, environmental and economic effects of planning documents are considered during its preparation.
Sustainable Development The Brundtland (1987) definition is ‘development that meets the needs of the present without compromising the ability of future generations to meet their own need’s’.
Supplementary Planning Document A supplementary planning document provides additional information in respect of policies contained in the development plan documents or “saved” UDP policies. It is not subject to independent examination and does not form part of the development plan.
Saved policies or plans Existing adopted plans are saved for three years from commencement of the Act or until replaced by a more up to date replacement plan.
Unitary Development Plan Sets out policies and proposals for the development and use of land in the Borough over a fifteen-year period. The Unitary Development Plan identifies sites in the Borough where it is proposed to permit housing, employment and shopping developments, amongst others, to take place.
