New powers came into force in April 2004 giving Local Authorities more powers to tackle these problems. Oldham Council will make use of these powers to issue £80 fixed penalty fines, for Graffiti and Flyposting offences.
The Council is working closely with Greater Manchester Police and in addition to Enforcement Officers of the Council taking enforcement action, Police Community Support Officers are able to issue fixed penalty notices.
Income from these fixed penalty fines issued in Oldham will be retained by the Council and reinvested into related work as required by DEFRA (Department of the Environment, Food and Rural Affairs).
