The Equality Standard
National Equality Standard for Local Government
The Equality Standard for Local Government provides a comprehensive framework that local authorities can measure their performance against in relation to mainstreaming Equalities throughout the organisation. It looks at legislation, code of practice and addresses the six equality strands outlined within these across four areas of Leadership and Corporate Commitment, Consultation and Community Development, Service Delivery and Customer Care, Employment and Training.
The six equality strands are:
- Race
- Gender
- Age
- Disability
- Sexual orientation
- Religion or belief
The Standard consists of Five Levels, covering all 6 Equality Strands and is evidence based. Local Authorities must assess their progress based on the five levels. The levels are:
- Level 1 – Commitment to a Comprehensive Equality Policy
- Level 2 - Assessment and Consultation
- Level 3 - Setting Equality Objectives and Targets
- Level 4 - Information Systems and Monitoring Against targets
- Level 5 - Achieving and Reviewing Outcomes
The five levels show the journey the organisation goes through to ensure that the organisation does not discriminate by applying the principles of fairness and equality in employment and service provision explained in the standard. It provides a framework for good practice in developing equality of opportunity and access in both FCHO’s workforce and in relation to the services it delivers to the community.
