Q. A notice has been displayed on a vehicle but it has not been removed why?
The responsibility for the removal of abandoned vehicles has now passed over to the Greater Manchester Police. Anyone wishing to report a vehicle that they consider to be abandoned should note the vehicle details such as make, registration, colour, exact location and contact the police directly on 0161 872 5050. Q. Why are there so many abandoned vehicles on the Road?
More abandoned vehicles appear on the road for a number of reasons. The price of scrap metal has decreased and it costs more to dismantle and safely dispose of vehicle parts. MOT standards particularly in relation to fuel emissions have risen and more cars are failing to pass MOT tests. This results in more vehicles being abandoned in laybyes and open land.
Q. How many types of parking permits?
There are two types of permits:
a) Resident Permit: Every resident living within an area controlled by a Resident Parking Scheme who keeps and uses a vehicle may apply for a resident permit. Resident permits will ONLY be issued to applicants who are residing at an address within the Resident Parking Scheme Area. Applicants will be expected to produce evidence such as: Vehicle Registration Document, Rent Book, Utility Bill etc. to prove the own the vehicle and live at the address within the area of the Resident Scheme. All spaces are clearly signed and drivers should check the signs and time before parking to ensure that the vehicle is pared in a valid bay.
At present there is no charge for a Resident Permit.
Visitors to areas where there are Resident Only parking must park within the sections of limited waiting which is provided. Under no circumstances must visitors park within the areas designated for Resident Parking.
b) Car Park Permit: Annual parking permits are available for the following car parks:

Q. Where can I park if my passenger or I have a disability?
If you or your passenger is the holder of a Valid Disabled Persons Badge then you can park:
FREE for up to 3 hours on:
On-Street Pay and Display parking bays around Oldham Town Centre;
Civic Centre / New Radcliffe Street / Bradshaw Street car parks; and
single or double yellow lines except where there is a ban on loading or unloading. There must be an interval of at least one hour from a previous period of waiting before the same vehicle can be parked in the same road or part of a road on the same day.
PLEASE NOTE – a disabled badge and clock set at the time of arrival must be clearly displayed.

Q. What happens if I park illegally?
All vehicles parked in contravention will receive a Penalty Charge Notice.
Q. What can I do to report illegal parking?
If vehicles are parked in contravention of a Traffic Regulation Order then this can be reported to The Parking Administration, PO Box 499, Oldham OL1 9AA Tel. 0870 112 3685 who will pass this information onto the Enforcement Contractor. This Council does not operate an Immediate Response Team therefore all reports of illegal parking are dealt with as and when resources are in the area concerned.
Q. Who deals with obstructive parking?
In all cases of obstruction on the highway the matter should be reported to Greater Manchester Police.
Q. I am going to hire a car for a couple of weeks, how do I arrange for a parking permit?
If you live in a Resident Parking Scheme area you may apply for a temporary resident permit. Resident permits will ONLY be issued to applicants who are residing at an address within the Resident Parking Scheme Area. Applicants will be expected to produce evidence such as: hire documents, Rent Book, Utility Bill etc. to prove the own the vehicle and live at the address within the area of the Resident Scheme. All spaces are clearly signed and drivers should check the signs and time before parking to ensure that the vehicle is pared in a valid bay.

Q. Who in the Council is responsible for enforcing parking restrictions?
The responsibility is held by the Environmental Services Department. The Parking Administration,PO Box 499, Oldham OL1 9AA manages the enforcement contract.
Q. Do I get a discount if I pay my penalty charge notice sooner rather than later?
Yes. If payment of a penalty charge notice is made within 14 days of the date of issue then a 50% discount is allowed and the amount is reduced from £60 to £30.
Q. What action does the Council take against pavement parking?
If there are waiting restrictions (yellow lines) on the highway adjacent to the pavement then a Penalty Charge Notice would be issued since a vehicle parked in this manner is in contravention of the traffic order. Waiting restrictions cover the highway from centre of highway to back of footpath.
If there are no waiting restrictions on the highway adjacent to the pavement then the Council have no powers to take action and this should be taken up with the Police since it constitutes obstruction.
Q. Why is pavement parking a problem?
Pavements are constructed and provided for pedestrian use.
Vehicles parked on pavements are:
a hazard to pedestrians causing an obstruction which may result in them having to step off the pavement onto the highway thus putting themselves in danger;
a hazard by restricting the width of the pavement making it difficult for someone with a pushchair or wheelchair to pass safely – again this person may have to step into the highway to avoid the obstruction; and
a hazard due to the damage caused by driving on and off the pavement – broken flags etc.
