Purchasing, Procurement and Service Commissioning

Selling to Oldham Council

Oldham Council is a major purchaser of goods and services both locally, regionally and nationally. The Council already deals with many local businesses. These may be small or medium sized enterprises (SMEs) or larger businesses based locally. Some examples include:

  • Social Care Providers (£30 million per annum);
  • Building Companies; and
  • Home to School transport providers.

When buying

Oldham Council will:

  • look to help local businesses by including them in tenders where possible;
  • want to buy from “good social employers”;
  • often need to buy via long term/large contracts;
  • want e-enabled suppliers; and
  • use its purchasing power to help achieve Equality and Diversity, Health and Safety and Sustainability.

Oldham Council won't:

  • always let contracts on lowest price alone;
  • mind if you make a profit because you’re a good social employer;
  • just give you business because you’re local; and
  • be impressed by flash presentations/persistant phone calls.
