Intervention measures by the Council have historically involved a Borough
wide approach, on a small scale, focused on resolving poor housing conditions e.g. unfitness. Whilst
this had some beneficial effect it did not always tackle other issues within neighbourhoods or problems
that may have been of concern to the wider community.
The Government’s regeneration initiative heralds a more strategic planning
based acquisition process, focussing on the different housing markets in Oldham. It provides opportunities
for intervention on a larger scale to address physical, environmental, energy, economic, social and
financial aspects to provide sustainability of communities. It is about transformational change in the
housing market in partnership with local people to make Oldham a better place in which to live, work
or visit.
