The Performance Improvement Plan was drawn up in 2003 in consultation with a broad range of people both within the council and outside and was updated earlier this year. It sets out an agenda for the next two years, setting targets and identifying resources required to achieve them.

The development of the PIP is an essential element of our improvement journey which is beginning to evidence significant progress and outcomes for our service users, their families and carers.

Underpinning the strategy is the vision statement: "Working together to fulfil the potential of all the people of Oldham through promoting independence and protecting the vulnerable."

We very much hold the view that the PIP and all the other plans that sit beneath it should be outcome focused. We want our plans to demonstrate how we are making a difference to people's lives, by ensuring protection where it is needed and the promotion of independence where it is appropriate.
