The Local Development Framework

The Planning and Compulsory Purchase Act 2004 has resulted in major changes to the way the land use planning policy system operates. The Unitary Development Plan will be replaced with a folder of land use planning policy documents, which together form a Local Development Framework.

The Transition from the Unitary Development Plan to the Local Development Framework

Policies contained within the Oldham Metropolitan Borough Unitary Development Plan, which was adopted on 14 July 2006, will still apply in the short to medium term, because the adopted Unitary Development Plan policies will be 'saved'. The period for which they will be saved varies, but is generally for three years, or until they are superseded by the relevant part of the Local Development Framework.

The Oldham Local Development Scheme

The Local Development Scheme lists and briefly explains the scope of local development documents (or LDDs) that Oldham Council will produce between 2006 and 2009/10, as part of the new planning policy framework that the Act introduces.

Core Strategy and Development Control Policies

The Core Strategy and Development Control Policies document is the most important part of the Local Development Framework that will set out a long-term vision for the Borough, along with the policies needed to achieve it.

Site Allocations Development Plan Document

We are currently working on the Site Allocations Development Plan Document (DPD). This will set out which land in the Borough will be allocated for particular uses such as housing, or business and industry, as well as areas for protection.

Statement of Community Involvement

The Statement of Community Involvement (SCI) sets out how the Council will engage the community in preparing the Local Development Framework and in the consideration of planning applications.

Annual Monitoring Report of the Local Development Framework

The Council are required to prepare and publish an Annual Monitoring Report, analysing how work has progressed against the published timetables, and the effects that the implementation of policies may be having on the locality.

Regional Spatial Strategy (RSS)

The Regional Spatial Strategy now forms part of the development plan system and therefore the Local Development Framework should be in general conformity with Regional Spatial Strategy.

Greater Manchester Joint Waste Development Plan Document

The 10 unitary authorities in Greater Manchester have agreed to produce a joint waste development plan document for Greater Manchester. The Greater Manchester Waste Development Plan will include detailed development control policies and the identification of sites and preferred area for a range of waste management facilities required up until 2020.  The plan will form an integral part of each authorities' Local Development Frameworks.

Oldham Council is preparing a number of Supplementary Planning Documents (SPDs) to expand on policies laid out in the Oldham Metropolitan Borough Unitary Development Plan.
