“Few towns have done as much as Oldham in seeking to build community cohesion”

These are the words of Professor Ted Cantle at the Institute of Community Cohesion who, with his team, has just undertaken an Independent Review in how things have changed in Oldham since the disturbances in 2001.

The report has two main messages. The first is recognition of what has been achieved in the last five years. Secondly, it sets out a challenge about how much more remains to be done.
