Alt and Sholver Partnership (ASP) – Why Has It Been Set Up?
Alt and Sholver are two outlying estates mainly comprising council homes. Although in different parts of the borough, they have been paired together in an effort to secure major investment and lasting improvements because :
Residents have complained about the decline of both areas over recent times.
Only limited improvements have been possible from the funding available through Oldham Council and First Choice Homes Oldham.
Both estates border open countryside and are likely to have similar constraints and possibilities in terms of planning issues.
In looking at ways to attract investment, there will be more options and economies of scale in pairing the areas together to attract private as well as public investment.
The Alt and Sholver Partnership aims to significantly improve both estates over the next 10-15 years. The project aims to provide a better mix of new affordable rented and private homes in line with national government housing strategy. Improving the local environment and quality of open space are also key objectives.
Who is Involved?
Over the past 18 months, a partnership of Oldham Council, First Choice Homes, Partners in Action, the Alt Tenants and Residents Association, and the Sholver Tenant Management Organisation have been working together to develop the Neighbourhood Plans for the Alt and Sholver estates.
We have been working with consultants from Deloitte and Nathaniel Lichfield & Partners, who specialise in working with residents to develop plans for regeneration in neighbourhoods that are experiencing problems.

Everyone recognises that Alt and Sholver estates have experienced lots of problems. We’re looking at both areas because some of the problems you’ve told us about are very similar. The intention is to work in both areas to enable us to share a number of costs which will make the project less expensive in the longer term. What Is the Neighbourhood Plan?
The Neighbourhood Plans for the Alt & Sholver estates will identify the amount of change needed to provide new housing, better community facilities and improve the local environment.
