Q. What is the Council doing about litter & waste in Oldham?

The Council is working hard to tackle the problems of waste and litter in Oldham. Full details of the Community Litter Plan and the various initiatives can be found on the Oldham web site.

Q. If you see someone fly-tipping, what should you do?

If you happen to witness somebody tipping, whether domestic or trade, please make a note of as many details as possible e.g.

  • Other persons present
  • Description of offender(s)
  • Description of any vehicle involved (including registration number)
  • Description of the actual offence & what was deposited.

Please then telephone 'Contact Oldham' on 0161 770 6644 as soon as possible and leave details. An officer from the Environmental Action Unit will then commence an investigation and will probably contact you for further information. We endeavor to catch those who offend and take enforcement action against them. The fly tipped material will usually be removed as soon as possible. The Council has prosecuted or given formal cautions to many individuals who have been seen to dump items on land without permission.

If chemicals are tipped, or the tipped items could be classed as extremely dangerous (such as items tipped onto the highway), the Council will ensure these receive attention, even if the items are discovered outside of normal working hours. If you happen to witness somebody dropping litter of any description onto open land which the public have access and can provide information that may allow us to trace them, such as a name and address or a vehicle registration number, please telephone 'Contact Oldham' on 0161 770 6644 to report it as soon as possible. Please make a note of as many details of the incident as possible e.g.

An officer from the Environmental Action Unit will then commence an investigation and will probably contact you for further information. We will issue a £50 fixed penalty fine where appropriate. The offender then has 14 days to pay the fine or face prosecution in court where the maximum penalty is £2,500.

Please make a note of as many details of the incident as possible e.g.

Please note that there are certain areas of land exempted from the requirements and other exemptions under the legislation. We will, however, issue a £50 fixed penalty fine to the offender where possible. The offender then has 14 days to pay the fine or face prosecution in court where the maximum penalty is £1,000.

Q. There is an accumulation of waste in somebody’s garden - what can be done?

If the accumulation contains items that could cause an odour problem, attract pests & flies or be harmful to health, Officers of the Environmental Action Unit should be informed without delay. They have powers to require the landowner to remove the accumulation quickly in the interest of public health and will arrange for it to be moved and the cost recharged, if the owner does not take action. There are several pieces of law that govern waste on land and we will ensure that the relevant officer is made aware of the problem and that if possible, steps are taken to remove the accumulation by the owner of the land.
