Oldham Council provides a full Waste Collection Service to all households in Oldham. The following services are provided:
The household must present the wheeled bins at the front edge of their property or at their designated collection point on the day of collection.Boxes, caddies and sacks are a front collection and must be placed at the front edge of a property.
The Council recognises that some residents require assistance to place these containers out in order for them to be collected. This procedure requires that the Council make special arrangements for those residents who, due to medical conditions, are unable to place the receptacles out as stated above.
This procedure is being introduced to ensure that a consistent and fair system is in place when offering an Assisted Collection for household rubbish, recycling and bulky waste.
The Council will provide, upon application, an Assisted Collection to those residents who can demonstrate that infirmity or disability prevents them being capable of moving their waste/ recycling receptacle(s) to the Council’s designated collection point.
The Assisted Collection will be given provided there are no other members of the same household, over the age of 18, who are able to assist in the placing out of the containers.
Residents living in terraced properties on the Assisted Collection Scheme will need to put their house number on their back gate.
An assisted collection is ‘the collection of a grey-wheeled rubbish bin, a black recycling box or brown bin, a paper collection sack or garden waste wheeled bin by the Waste Services collection crew from an agreed collection point at the residents address, and return of the said empty container(s) to the agreed collection point’.

The Council reserves the right to require a photocopy of a document that will confirm infirmity or disability in order to ensure the service is not abused. Suitable documents are as follows; attendance allowance, disability allowance, mobility allowance, sickness benefits etc. or medical certificate issued by a doctor.
The Council will assess each application individually, but reserves the right to refuse offering the service if;
The Council will respond to an initial request for an Assisted Collection within 5 working days by sending out an application form.
An application is taken to mean the return of the completed request form. A decision on all application, which will include notifying the applicant of the outcome, will be made within 20 working days of receipt of a fully completed application form. An Officer from the Waste Management Group may visit the applicant as part of the decision procedure.
The Assisted Collection is required to be renewed on an annual basis. Renewal applications will be distributed to all residents that receive the service on an annual basis whereby the criteria in Section 2 must be met.
The Council reserves the right to withdraw the service if it has reason to believe the criteria of the renewal application have not been met.
Temporary suspension of this service may be necessary until any requests for medical evidence are received and approved.
Any resident wishing to appeal against a decision to refuse an Assisted Collection must place this in writing within 10 working days to:
