Unadopted roads are usually the responsibility of people with property fronting the road (street managers).
Street managers own the road up to the centre line and are responsible for maintaining it e.g. pothole filling.
If an unadopted road is not maintained to a satisfactory standard the Council can instruct owners to carry out work. If owners do not comply, the Council will do the work and charge the the owners.
